Corruption in sports: Lessons from Montenegro.

Abstract
This article examines the nature, extent, and mechanisms of corruption in sports within Montenegro, a Western Balkans country undergoing European Union integration. It identifies a pervasive clientelist network dominated by the Democratic Party of Socialists (DPS), where politically exposed persons (PEPs) occupy key roles in sports governing bodies, enabling the misuse of public resources, bureaucratic corruption, and the politicization of sports institutions. The study highlights specific cases involving money laundering, manipulation of sports competitions, and privatization processes that consolidate political and economic power, while media and judicial responses remain limited due to political influence and fear of retaliation. The findings underscore the challenges Montenegro faces in combating corruption in sports, reflecting broader issues of state capture and weakened democratic institutions.
