Boosting global sales and transnational circulation: Public financing of film and TV fiction and animation in Flanders and Denmark.

Abstract

This article analyzes the evolving role of public financiers in supporting fiction and animation film and TV production in the context of digital distribution and globalization, focusing on the screen policy mixes in two small European markets: Denmark and Flanders. It highlights how these policy mixes adapt to transnational production dynamics by emphasizing international financing, co-production, and distribution opportunities, including the introduction of investment obligations for global streaming platforms. While Flanders employs a policy mix featuring production incentives and flexible streamer investment obligations, Denmark relies more on public funding without tax incentives but benefits from strong regional funds and Nordic co-production alliances. The study underscores that outward-looking policies aimed at attracting commercial financing coexist with cultural protection goals and that aligning diverse policy instruments is crucial for smaller markets to achieve ambitious production budgets and enhance global competitiveness.
