Abstract

This document focuses on the characteristics and current trends in education finance in Kentucky for the 2023–2024 fiscal year, covering funding priorities, formula changes, state issues, human resources initiatives, alternative school funding, and per-pupil expenditures. Key funding priorities include increases to the SEEK (Support Education Excellence in Kentucky) base funding, universal preschool, educator recruitment and retention, and career and technical education programs, supported by legislative actions such as House Bills 360 and 678. The SEEK funding formula allocates state funds to local districts based on wealth and local effort, with add-ons for at-risk student populations, while recent legislation has adjusted higher education funding criteria to emphasize low-income and first-generation bachelor's degree attainment. Pressing issues include equity gaps among districts, budget constraints, and debates over private school vouchers, with Kentucky allocating 36.9% of its state budget to P–12 education and 9.7% to higher education in FY 2024.
