Joint Development Between Australia and Timor-Leste.

Abstract
This article examines the legal framework and implementation of joint development agreements between Australia and Timor-Leste concerning petroleum resources in the Timor Sea. It focuses on the Timor Sea Treaty (2002) and related agreements, which establish a cooperative regime for managing the Joint Petroleum Development Area (JPDA) and the Greater Sunrise deposits, including provisions on resource allocation, authorization, applicable law, dispute resolution, and taxation. The agreements incorporate non-prejudice clauses to preserve maritime boundary claims while enabling resource development, and they create a three-tiered management structure to oversee operations. Although the Timor Sea Treaty and related agreements were replaced by a 2018 treaty establishing permanent maritime boundaries and a Greater Sunrise Special Regime, the joint development model is highlighted as a significant example of flexible and effective international cooperation.
