Topography of Human Subjects Research Ethics in Uzbekistan: Analysis Using the Emanuel Benchmarks.

Abstract

This article evaluates the ethical integrity of doctoral research proposals involving human participants submitted to the Tashkent Institute of Postgraduate Medical Education (TIPME) in Uzbekistan between 2016 and 2019, using the eight ethical benchmarks proposed by Emanuel et al. These benchmarks include collaborative partnership, social value, scientific validity, fair participant selection, favorable risk-benefit ratio, independent review, informed consent, and respect for participants and communities. The study found that while all proposals addressed social value and most demonstrated scientific validity and collaborative partnership, there were significant deficiencies in fair participant selection, risk-benefit assessment, independent ethical review, informed consent, and respect for participants. The findings highlight the need for systematic integration of these benchmarks into Uzbekistan's national research ethics oversight and doctoral training programs to enhance protections for human research participants.
