Abstract

The article focuses on the status and challenges of Pennsylvania's 2025–2026 state budget with an emphasis on education funding. As of September 2025, the budget remains unapproved, with a proposed General Fund State Appropriation of about $51.4 billion, including approximately $19 billion for education. The proposed education budget includes funding for basic education, higher education institutions, and initiatives such as the Ready to Learn Block Grant, while legislative efforts like House Bill 2370 aim to address longstanding underfunding in school districts over seven years. The article also highlights ongoing concerns about rising school costs, cyber charter school tuition expenses, and efforts by the Pennsylvania Department of Education to improve educator recruitment and retention. Additionally, it notes recent legal actions to secure federal education funds and discusses funding trends for charter schools and per pupil expenditures.
