Alternative response officers: investing in policing alternatives and community safety in Saskatoon, Canada.

Abstract

This article focuses on the introduction and early outcomes of the Alternative Response Officer (ARO) program by the Saskatoon Police Service (SPS) in Canada. Launched in 2021 in collaboration with the city, university partners, and community stakeholders, the ARO is a special constable tasked with handling community safety issues that do not require armed police intervention. The program aims to enhance cooperation with community service providers, increase uniformed presence for reassurance and deterrence, and reduce the deployment of armed officers to low-level social disorder or welfare calls. The study analyzes activity and service call data to assess the program’s impact on community support and policing resource management, with implications for expanding such alternatives and lowering municipal policing costs.
