Abstract

The article focuses on Missouri's funding model and legislative changes for P–12 education, highlighting the 2024 passage of Senate Bill 727 (SB 727), which increased the state's public school funding formula and addressed key priorities such as educator recruitment, retention, and salary increases. Missouri's funding formula includes weighted average daily attendance, state adequacy target, dollar-value modifier, and local effort, with supplemental funding for small schools and high-poverty districts. SB 727 raised the minimum teacher salary, adjusted funding calculations to better account for attendance and low-income preK students, and expanded charter school options statewide. Despite these efforts, Missouri ranks low nationally in teacher pay and overall K–12 funding equity, with ongoing challenges in staffing and resource allocation.
