Abstract

This report focuses on Illinois' Evidence-Based Funding (EBF) model for P–12 school finance, highlighting substantial progress toward fully funding the model since its establishment in 2017. Education ranks as the state's second-highest budget priority, with $21.1 billion allocated in fiscal year 2025, emphasizing equity, student learning, and educator support. Key initiatives include increased investments in early childhood education through the Smart Start Illinois program, targeted funding to address teacher vacancies, and new equity-based formulas for career and technical education. Charter schools serve as the primary alternative to traditional public schools, with enrollment slightly declining to 60,853 students across 137 schools in 2022–2023.
