Abstract

This report focuses on education funding in North Carolina for the 2024–2025 school year, highlighting budget allocations, legislative actions, and responses to state challenges. The 2023–2025 biennial budget allocated $17.9 billion to education, with a $987 million surplus prompting a 2024 mini-budget that increased funding for private school vouchers, enrollment growth, and support for students with disabilities, despite a gubernatorial veto that was overridden. The report details changes to funding formulas, pay increases favoring beginning teachers, and relief packages totaling $877 million in response to Hurricane Helene's impact on schools and higher education institutions.
