Abstract

This article examines Connecticut's education funding environment for fiscal year 2023, focusing on P-12 and higher education funding priorities, recent changes to the P-12 funding formula, and key state issues impacting education finance. It highlights legislative efforts to improve funding equity and transparency, including revisions to definitions and allocation mechanisms such as the Education Cost Sharing Grant and the Student Aid Index. The article also addresses the use of federal Elementary and Secondary School Emergency Relief (ESSER) funds, workforce development initiatives to address teacher shortages, and increased investments in early childhood education programs. State per-pupil expenditures and the proportion of the state budget dedicated to education are also detailed.
