Abstract
The article focuses on New York State's FY2025 budget priorities for education funding, emphasizing increased financial support for both P–12 and higher education. The budget allocates $36 billion in total school aid, including $24.9 billion in Foundation Aid, and provides $1.29 billion for capital projects and $409 million for operations at the State University of New York (SUNY) and City University of New York (CUNY). It also raises the minimum Tuition Assistance Program (TAP) award and expands eligibility, while continuing efforts to update the Foundation Aid formula. Despite a 9% decline in public school enrollment since 2014, state aid has steadily increased, with New York ranking highest nationally in per-pupil spending for K–12 education at $33,440 annually.
