Abstract
The article focuses on Colorado's recent legislative efforts to redesign school finance formulas and funding priorities for P–12 and higher education. In 2024, the Colorado General Assembly passed House Bill 24–1448 to update the 1994 school finance formulas, introducing inflation-adjusted base per-pupil funding and additional weighted funding for at-risk students, English language learners, and special education students, with phased implementation starting in 2025–2026. While higher education funding formulas remained unchanged, the state allocated a 10% general fund increase for public institutions, despite ongoing challenges with enrollment recovery, particularly among low-income, first-generation undergraduates affected by FAFSA delays. The state also invested in educator talent programs and maintained support for charter and online schools through adjusted funding mechanisms.
