Abstract
The article focuses on how artificial intelligence (AI) can enhance collective decision-making, using the example of CityScope, an AI platform developed by MIT Media Lab and implemented in Hamburg, Germany. CityScope integrates vast data sets, simulates numerous urban planning scenarios, and facilitates consensus-building among diverse stakeholders, addressing challenges such as bureaucratic complexity, information asymmetry, and unequal participation. In Hamburg, CityScope helped the city strategically house refugees by enabling residents and planners to collaboratively explore trade-offs and shared priorities through interactive visualizations and augmented reality workshops. While AI tools like CityScope improve inclusivity and efficiency in decision-making, the article emphasizes that successful outcomes depend on complementary leadership, institutional reforms, and ongoing human engagement.
