Abstract

The article focuses on a systematic model designed to improve police responses to serial crimes by optimizing resource deployment and activity scheduling. Drawing on criminological theories such as routine activity, rational choice, and situational crime prevention, the proposed six-stage Dual Offender–Victim, Crime Prevention and Reduction model integrates hotspot identification with serial offending detection and response. The stages include crime linkage, near-repeat pattern analysis, prediction of future hotspots, geographical profiling, suspect mapping and intervention, and tracking spatial displacement for ongoing offender management. This model aims to enhance prevention efforts and reduce the demand on police services caused by serial offending.
