Harnessing Organizational Leadership and Cultural Competence to Attract and Retain Quality Teachers: The Case of Inner-City Schools.

Abstract
This article addresses the critical shortage of qualified teachers in low-income, inner-city schools in the United States and proposes evidence-based strategies centered on organizational leadership and cultural competence to improve teacher recruitment and retention. It identifies key factors exacerbating teacher shortages, including school administrators’ limited recognition of systemic racism, teachers’ personal biases, negative perceptions of urban schools among preservice teachers, and organizational leadership deficits that contribute to job dissatisfaction and burnout. The authors advocate for comprehensive cultural competency training for administrators and teachers, development of collaborative and equitable school cultures, and strategic management approaches—such as adopting Theory Y leadership styles—to enhance job satisfaction and align organizational values with employee needs. Emphasizing the role of organizational culture and leadership in fostering teacher commitment, the article suggests that these interventions can create sustainable, high-quality educational environments in urban schools despite fiscal constraints.
