Abstract
The article focuses on a new agreement between the Council of the European Union and the European Parliament to regulate Artificial Intelligence (AI) through the EU AI regulation, which categorizes AI systems by risk levels and sets corresponding requirements. It bans AI applications posing unacceptable risks to fundamental rights, imposes strict obligations on high-risk systems—such as those used in critical infrastructure, healthcare, law enforcement, and recruitment—and mandates transparency for AI-generated content like chatbots and deepfakes. The regulation, to be fully implemented over two years, emphasizes safeguards including risk mitigation, data quality, documentation, and human oversight, with particular attention to proportionality in psychological assessments. The initiative is part of a broader international effort, including the 'AI Pact' and International Guiding AI Principles linked to global organizations like the G7, G20, OECD, and UN.
