Abstract
The article focuses on Mark McDowell’s experiences and observations regarding Myanmar’s political and social landscape from 2001 through the mid-2010s, particularly during his tenure as Canada’s first ambassador to Yangon (2013–2016). McDowell describes Myanmar as a place where everyday life was deeply intertwined with military state control, and he highlights the challenges faced by Canadian diplomatic efforts, which were often constrained by indirect policy approaches and bureaucratic caution. He notes that early Canadian engagement involved cautious support for political prisoners and civil society through small-scale programs, which were fragile due to limited sustained commitment. The humanitarian response to Cyclone Nargis is identified as a pivotal moment that strengthened local civil society and contributed to the gradual opening of political space in Myanmar.
