Abstract

This article focuses on the Trump administration's efforts to dismantle key civil rights initiatives in education, particularly the closure and proposed defunding of Equity Assistance Centers (EACs), which provide technical support to school districts addressing desegregation-related issues. Established under Title VI of the Civil Rights Act of 1964, EACs assist districts in identifying and remedying racial disparities in education, but the administration has labeled them as promoting divisive policies and sought to eliminate their funding. Legal challenges have been filed by organizations including the Southern Education Foundation and the NAACP in response to the centers' closure. Additionally, the administration has rolled back other civil rights tools, such as the use of "disparate impact" liability in school discipline cases, and reduced staffing in the Office for Civil Rights and the National Center for Education Statistics, raising concerns about the future enforcement of educational equity protections.
