Abstract

The African National Congress (ANC) in South Africa is seeking to form a government of national unity that includes several rival parties, a system last used when Nelson Mandela first took power. The ANC, which has ruled since the end of apartheid, is being forced to seek coalition partners after the recent election failed to produce a clear winner. The ANC will need the support of at least one of its main rivals, such as the Democratic Alliance or the Economic Freedom Fighters, to retain power.
