Abstract
Alexander Stubb of the center-right National Coalition Party became president of Finland in a February 11 runoff. Although Finland has a parliament and a prime minister, its president oversees foreign policy -- a crucial role in a country that joined NATO last year after remaining nonaligned throughout the Cold War. Both Stubb and his center-left opponent, Pekka Haavisto of the Green League, campaigned on a hawkish line, embracing NATO and advocating a firm stance toward Russia. The US-educated Stubb, for example, called himself an "avid trans-Atlanticist.". [ABSTRACT FROM AUTHOR]
