Abstract
This article examines the effects of the COVID-19 pandemic and nationwide protests for racial justice on law enforcement officers' work engagement and burnout in a state-level police organization in the U.S. Midwest. Using survey data from 2019 and 2021, the study finds that officer work engagement decreased while burnout increased during this period. Public service motivation (PSM) is identified as a significant factor in sustaining work engagement, though it was unexpectedly associated with higher burnout among frontline officers in 2019 and showed no relationship with burnout in 2021. The findings highlight the complex role of PSM in influencing officer well-being amid heightened professional demands.
