Abstract
For those with interests in water infrastructure policy and federalism, I encourage you to become familiar with Dr. John C. Morris's new book, I Clean Water Policy: Promise and Performance in the Water Quality Act i . According to Morris, Reagan federalism was based on two assumptions: (i) states had administrative and financial capacity to manage federal programs; (ii) states had a desire to assume responsibility for them. He investigates state SRF program characteristics and implementation choices, as well as state SRF implementation experiences in four case study states. When the SRF program was initiated, some states had existing financial loan programs, welcomed the additional discretion that the new SRF program enabled, and were quick to implement their SRF programs.
