Abstract

House Speaker Mike Johnson's short-term funding plan for the US government is at risk of running aground in the next 24 hours, potentially leading to a shutdown on November 18. The plan, which would fund some parts of the government through January 19 and other parts through February 2, is facing opposition from hardline conservatives who want immediate spending cuts or changes to immigration law. Johnson will need support from Democrats to pass the plan, but many of them object to leaving out aid to Israel and Ukraine and the threat of a two-step shutdown in the new year. The plan also faces potential sabotage from the House's parliamentary rules, which require a special individual rule proposed by the House Rules Committee. President Joe Biden could issue a veto threat, further damaging prospects for Democratic support. In the Senate, Democrats have set up a vote to begin work on a rival Democratic plan for interim funding into January, but Senate Republicans are likely to block it. [Extracted from the article]
