Political Leadership and Humanitarian Crisis: The Aftermath of Rwanda Conflict and the Challenges of Democratic Sustainability in Africa.

Abstract

The article examines the interplay between political leadership, humanitarian crises, and democratic sustainability in Africa, using post-genocide Rwanda as a case study. It highlights how Rwanda’s leadership under President Paul Kagame managed to overcome the 1994 genocide’s humanitarian crisis through authoritarian governance, fostering national reconciliation and socioeconomic recovery, albeit at the cost of limited political pluralism and civil liberties. The study underscores that effective political leadership and strong institutions are crucial for managing crises and sustaining democracy, while poor leadership and humanitarian emergencies have contributed to democratic failures across many African states. It concludes that despite Rwanda’s relative stability and growth, democratic sustainability remains incomplete, recommending strengthened institutions, accountability, inclusive governance, and peacebuilding efforts to support democracy in Africa.
