Abstract

Stemming from HST operations, NASA's policies on proposal evaluations and open access to data also motivated changes more broadly in how astronomical observatories and other facilities now operate. He draws not only on NASA records and publications but also on interviews with many participants, including top NASA managers, as well as astronomers and astronauts.
