Abstract
The article examines the proposal to implement a land value tax in Detroit, shifting taxation from buildings to land itself, with the aim of encouraging development on vacant plots that constitute about 17% of the city. Supported by Detroit's mayor and inspired by 19th-century economist Henry George, the plan would lower taxes on improvements while raising them on undeveloped land.
