Abstract
The leader of Bosnia's Serbs, Milorad Dodik, has issued a ban on police and courts from Bosnia-Herzegovina's central government operating in Serb-ruled territory, challenging the three-decade-old peace agreement. Dodik's defiance of the central government in Sarajevo, as well as international overseer Christian Schmidt, has led to increased tensions in the ethnically divided nation.
