Abstract
He responded that the United States "did not exhaust our possibilities for arriving at solutions that would have been better than the continuation of the Cold War."[1] The costs were high and the impact deep. At the outset of the Cold War, George Kennan wrote in the famous "X" article that "the United States need only measure up to its own best traditions and prove itself worthy of preservation as a great nation."
