Abstract
The Supreme Court has upheld the decision of the Delhi Lieutenant Governor (L-G) to appoint 'aldermen' to the Municipal Corporation of Delhi (MCD) without the aid and advice of the elected government. The court ruled that the Delhi Municipal Corporation Act allows the L-G to nominate individuals with special knowledge to the Corporation. The Delhi government had challenged the appointments, arguing that the powers of an unelected head of state should only be exercised with the advice of the council of ministers. The L-G's office defended the decision, stating that the governance of municipalities is independent of the elected state governments. [Extracted from the article]
