In England, reformers had deployed claims about fen-dwellers' weak and animalistic bodies to justify drainage schemes. An Empire Transformed: Remolding Bodies and Landscapes in the Restoration Atlantic. Mulry takes "grandiose plans for transforming landscapes and subjects" seriously, even though some never moved beyond drafts and reformers "were frequently unable to fully enforce their visions on the ground" (p. 260).
