Abstract

The US Virgin Islands, purchased from Denmark over a century ago, is exempt from federal tariffs due to its unique status outside the US Customs area. Governor Albert Bryan Jr. sees this exemption as an opportunity for the islands to attract businesses by allowing goods to be shipped in without tariffs, adding value through manufacturing, and then exporting to the mainland without additional duties. While the territory's small population and limited trade volume present challenges, Bryan believes the Virgin Islands could support niche industries like international shipbuilding and repairs to boost its economy.
