Abstract
Following his presidential election in 2016, Rodrigo Duterte initiated a national drugs policy predicated on the criminalisation and punishment of drug use and supply. An almost literal manifestation of the "war on drugs" campaign, Duterte vowed to "slaughter" 3 million individuals who use drugs; describing children as "collateral damage", he stated, '[i]f you are still into drugs, I am going to kill you. Electoral victories for Senator Ferdinand Marcos Jr. and Mayor Sara Duterte in May 2022 raise serious concerns about drug policies, human rights and mental health care in the Philippines.
