Abstract

The article focuses on Minneapolis Mayor Jacob Frey’s response to Operation Metro Surge, a large-scale federal immigration enforcement deployment involving about 3,000 agents in Minneapolis. This operation, initiated in December amid a backdrop of local crises including the COVID-19 pandemic, George Floyd’s murder, and a social-service fraud scandal involving many Somali residents, has led to heightened tensions, protests, and disruptions in immigrant communities and businesses. Frey, navigating pressure from both the federal government and local activists, has maintained a stance of restrained resistance, emphasizing city services and non-cooperation by local police with immigration enforcement, while facing criticism for not doing enough to protect residents.
