Democracy and Public Finance in the Greek Cities.

Abstract

This article focuses on the role of direct democracy in the financial management of Greek cities during the Classical and Hellenistic periods, based on a 2014 synthesis of documentary evidence. It highlights how assemblies and councils exercised powers over legislation, public spending planning, supervision of magistrates, and organization of financial resources, including regular revenues and occasional contributions. Despite imperfections, the financial systems were relatively well organized and efficient, relying significantly on the political engagement and financial contributions of wealthy citizens through mechanisms such as liturgies and euergetism. The article also notes that democratic institutions persisted under Macedonian and Roman rule, maintaining autonomy in local financial affairs. Overall, the financial practices of Greek cities were closely tied to democratic participation and reflected a complex interplay between public authority and private wealth.
