Abstract

The article focuses on recent international and U.S. government actions regarding emerging security challenges posed by artificial intelligence (AI), outer space weaponization, and autonomous weapons systems. The Biden administration issued a national security memorandum establishing a framework for AI use in national security, emphasizing risk assessment, oversight, and prohibitions such as maintaining a human “in the loop” for nuclear decisions, while the Commerce Department’s AI Safety Institute will assess AI risks. The UN General Assembly reaffirmed the 1967 Outer Space Treaty prohibiting weapons of mass destruction in space despite Russian objections, rejecting amendments that would have expanded or altered the treaty’s scope. Additionally, the UN mandated new consultations in 2025 to advance discussions on regulating autonomous weapons systems, reflecting ongoing international concern but limited progress toward a binding treaty.
