Abstract

"Precolonial Legacies in Postcolonial Politics: Representation and Redistribution in Decentralized States" by Martha Wilfahrt is a groundbreaking book that offers new insights into African and Comparative Politics. The author examines the distribution of public goods in rural Senegal and explores why some local governments provide goods broadly across their populations while others target specific groups for narrow political ends. Wilfahrt introduces the concept of institutional congruence, which highlights the overlap between local government authorities and ancient centralized polities, and argues that this leads to fairer distribution of public goods.
