Abstract
This article discusses the connection between land-use planning and water management, using the example of John Wesley Powell's efforts to map watersheds in the United States. It highlights the challenges faced in integrating land-use planning and water management, and the need for education and training in these areas. The article also explores the concept of Flood-Managed Aquifer Recharge (Flood-MAR) as a strategy for managing extreme events like floods and droughts. It emphasizes the importance of keeping floodplains open for flood management and the potential of land-use planning in this regard. The article concludes by discussing recent developments in California, including a new law that supports investment in natural infrastructure for water management.
