Abstract

The US Environmental Protection Agency (EPA) has proposed a regulation under the Safe Drinking Water Act that would prohibit water utilities from using the word "safe" in their reporting requirements for Consumer Confidence Reports (CCRs). The proposal is based on the lack of a regulatory definition of "safe" in the Act, leading to the assumption that it equates to zero risk. However, this assumption renders the concept of "safe" meaningless, as nothing in life is truly zero risk.
