Role of Code of Conduct in Promoting Good Governance with Specific Reference to Mopani District Municipality.

Abstract

The Mopani District Municipality (MDM) in Limpopo Province, South Africa, has faced persistent challenges in achieving clean audit outcomes and effective service delivery. To address these governance issues, municipal officials must conduct themselves ethically in performing their daily duties. They must take cognisance that professional ethics in public administration are vital to ensure moral effective service delivery. This manuscript is based on the study which aimed to critically examine how the implementation and enforcement of the code of conduct influence governance practices within the MDM. The study used a mixed-method approach. In the study, interviewed respondents were (10), and questionnaires were distributed to the respondents (190). The total number of respondents was 200. The study has revealed that MDM has not effectively implemented or enforced the code of conduct. The lack of adherence to the code's principles, such as treating people with respect and courtesy and complying with applicable laws, has undermined its potential to promote good governance.
