The Role of Local Action Groups (LAGs) in Facilitating Rural Economic Development in Two District Municipalities of the Eastern Cape Province, South Africa.

Abstract

This article examines the role of Local Action Groups (LAGs)—community-led, multi-stakeholder entities aimed at fostering rural economic development—in two rural district municipalities, Amahlathi and Nyandeni, within South Africa's Eastern Cape Province. Using a mixed-methods approach involving surveys and focus groups with 400 households, the study identifies existing LAGs primarily as burial societies, cooperatives, farmers' associations, women's organizations, and savings schemes, which contribute to food security, income generation, and social cohesion. Despite their presence and potential, LAGs face challenges including limited stakeholder participation—particularly from government and private sectors—bureaucratic hurdles in formal registration, inadequate funding, and insufficient coordination, which constrain their capacity to drive sustainable rural development. The article highlights locally available natural resources such as forests, water, and fertile land as foundations for expanding LAG activities into farming, fishing, retail, beekeeping, and artisanal crafts, recommending enhanced multi-sectoral collaboration, capacity building, and policy support to unlock LAGs' full potential in advancing the Eastern Cape's rural development goals.
