Abstract
David Webster's I Challenge the Strong Wind: Canada and East Timor, 1975-99 i is a significant scholarly work on Canada-East Timor relations. While the Canadian government was greatly influenced by the Australian government that strongly believed that the invasion was inevitable and irreversible, Oxfam Canada supported Australian NGOs' relief efforts in East Timor. This is a significant contribution of the book because although non-state actors do not represent a government, they could significantly influence a government's foreign policy behavior via lobbying and mobilization.
