Abstract

The article focuses on Canada's decision to bypass its usual competitive procurement process to purchase the Jindalee Operational Radar Network (JORN) from BAE Systems Australia for C$6 billion, forming the basis of Canada's Arctic Over-the-Horizon Radar (A-OTHR) network. This system aims to enhance early warning and long-range surveillance capabilities in the Arctic as part of a broader C$38.6 billion, 20-year NORAD modernization plan. The sole-sourcing decision, justified by the Canadian government as necessary for speed, effectiveness, and strategic partnership, has drawn criticism from domestic radar firms and procurement experts concerned about the lack of competition and missed opportunities for Canadian industry. The A-OTHR is expected to achieve initial operational capability by 2028 and will be supplemented by additional radar and sensor systems to strengthen Canada's northern defense.
