Abstract
The article focuses on Virginia Governor Abigail Spanberger signing the National Popular Vote Interstate Compact into law, advancing efforts to elect U.S. presidents by the national popular vote rather than the Electoral College. The compact, formally called the Agreement Among the States to Elect the President by National Popular Vote, would require participating states to award their electoral votes to the candidate who wins the most votes nationwide once states totaling at least 270 electoral votes join.
