From dissident to recognized belligerent? The Free French and the Red Cross Movement, 1940–1943.

Abstract

This article examines the Free French Movement's efforts during World War II to establish legitimacy and secure resources by forging connections with the Red Cross Movement, including the International Committee of the Red Cross (ICRC) and various National Red Cross Societies. Despite their determination, the Free French failed to gain formal recognition of a distinct Free French Red Cross due to the existence of the Vichy-controlled French Red Cross and the ICRC's wartime policy against recognizing new societies. However, after sustained diplomatic efforts and shifting wartime dynamics, the Free French obtained partial recognition in 1943, allowing direct communication with the ICRC regarding prisoners of war (POWs) under the 1929 Geneva Convention. The article also highlights the complex, multi-sited nature of Red Cross activities within Free French territories, where local committees—often led by women—navigated overlapping political loyalties and resource dependencies, illustrating the entanglement of humanitarian work with broader geopolitical and local political contexts.
