"Staying in Tanzania or Returning to Burundi is all the Same": Re-Imagining the Reintegration of Burundian Returnees.

Abstract

This article examines the reintegration of refugees returning to Burundi between 2017 and 2022, assessing whether current return processes constitute a durable solution to protracted displacement. It finds that returnees often do not view their return as permanent but rather as another form of forced displacement, due to unsuccessful reintegration, conflicting policies, and the humanitarian regime's limited, short-term approach focused on sedentary settlement. The study highlights how multiple phases of displacement have shaped returnees' identities and mobility strategies, with many engaging in cross-border movements and informal livelihoods as coping mechanisms. It argues that sustainable reintegration requires long-term, multi-partner development efforts beyond humanitarian assistance and calls for reimagining return beyond sedentary frameworks to better support refugees' resilience and regional integration.
