Abstract
Paul instead sees the expansive nature of the New Deal as a model, particularly President Roosevelt's 1944 State of the Union address, which promised an "Economic Bill of Rights". Free preschool to college education, Medicare for all, universal basic income, and a Green New Deal are among sweeping changes that Paul argues are needed to provide for the basic needs of American citizens. It's noticeable that the presidency to which Paul often warmly refers, that of Frankin D. Roosevelt, was one that didn't necessarily abide by some of the conventions which were supposed to ensure negative liberty in American democracy, by seeking more than two presidential terms and an attempt at court packing.
