Abstract

American policy in French North Africa also detoured through Robert Murphy, a Milwaukee publican's son and former Post Office cipher clerk, who Roosevelt inexplicably elevated as his "personal representative" in Algiers in 1941. But Roosevelt, too, persisted in his clearly failing policy even as it became obvious that Vichy had become an Axis satellite, while simultaneously impugning de Gaulle's legitimacy on the bogus pretext that he was unelected. Unfortunately, Murphy endured as the State Department's "French expert" long after Eisenhower's naval aide Harry Butcher denounced his "bum advice" during Operation Torch as having nearly capsized Eisenhower's debut campaign in 1942.
