Abstract
The article discusses the history of charitable foundations in Great Britain and the efforts to reform or modernise them. Also cited are the alleged uselessness of the foundations and local charities in the country, how Charity Commissioner Arthur Hobhouse criticized the foundations during his term in the mid-19th century, and how political economist John Stuart Mill contradicted Hobhouse and defended the foundations.
