International Norms as Emergent Properties of Complex Adaptive Systems.

Abstract

This article argues that international norms—defined as standards of appropriate behavior—can be understood as emergent properties of the complex adaptive international political system. Drawing on complexity theory, which emphasizes variety, density, and openness within systems, the article explains how norms arise from microlevel interactions among diverse actors and evolve into systemic properties that shape identities, relationships, and behaviors in ways not reducible to individual actions. It further discusses how norms emerge both spontaneously and through self-organization, including top-down influences from international organizations, within a system characterized by agent-structure co-constitution. The article concludes that viewing norms through the lens of complexity theory highlights the importance of system dynamics, challenges predictability, and suggests new methodological approaches for norms research.
